Merge PDFs Without Sending Them Anywhere

Most merge sites work by receiving your file, joining it on a server, and handing back a link. That can be acceptable for a public brochure. It is a poor fit for payroll, medical letters, bid pricing, or a client’s working papers. This page is the version of merge that does not take that path, and the way you can check the claim.

What “not sent” should mean

It should mean the bytes of the PDF are not in a network request. The page can still download its own program the first time you open it. Those requests are the same for every visitor. They are not your document. After that, adding a file and downloading the result should add nothing to the network log. InHousePDF shows that count in the proof panel. The automated tests fail if a request body carries file bytes or if a request leaves this site during processing.

A slogan is not the test. Open developer tools, choose Network, add a file, and download. If you see a request about the size of your PDF, or a request to another domain, stop. The Content Security Policy is set so the page is not allowed to connect to unexpected places while ads are off. There is no third-party script on the tool pages. An ad blocker does not change the result, because the tool does not depend on ads.

How to merge

Open Merge. Add the PDFs. The page shows the file name, the page count, and a thumbnail, so you can see you have the right scan. Move a file up or down. Download. The suggested name is merged.pdf. Change it before you save if you want. Page sizes stay as they were. Rotation already stored in the file is kept. Bookmarks inside the originals are not copied. If you need a new contents page and new bookmarks, use the pack builder. It can also stamp a Bates-style prefix.

Photographs need to be saved as PDF on your device first. Password-protected files are refused with a plain message. Unlock them yourself. A damaged file produces an error and a report you can read before anything is sent. Very large sets are warned about. Sets over the limit for that device are refused so a phone can fail politely instead of crashing the tab. That limit is not a price.

When a server is actually required

Some company portals only accept a file by receiving it. That is the last step, using the address they gave you. You do not need to send the documents to an unrelated company in order to staple two PDFs together on the way. The pack builder, rotate, split, and reorder tools follow the same rule.

Check the file before you send it

Download the pack and open it on the same device. Read the cover, the contents page, and the first page of each section. Confirm the stamped numbers match the contents. Open the CSV beside it if a colleague needs the index in a spreadsheet. Only then send the pack by the route your process already uses: the company portal, the client’s secure room, or the email address in the instructions. Sending it there is a choice. Assembling it did not require a copy on someone else’s server.

If the proof panel lists a network request while the pack is built, stop and treat that as a fault. The expected count is zero. You can also switch the network off after the page has loaded and run the same steps. The worker does not need a connection to stamp numbers or write bookmarks.

InHousePDF is not a professional adviser and is not affiliated with a regulator or a professional body. The same buttons can prepare documents for a review, an audit, a submission, or a handover. The product does not decide which papers a process requires. You still follow the instructions you were given.
